Only those candidates who are visually impaired (low vision and blindness) with percentage of disability 40 and above can get reservation benefit in MBBS as per Rights of Persons with Disabilities Act 2016.
As you mentioned you have 40% visual impairment then you will get benefits of pwd quota and yes you are eligible for neet
