Yes, you can definately apply for the NDA (National Defence Academy) conducted by
UPSC without Mathematics in class 12.but you will be only eligible for the Army wing
not for the Airforce and Navy Wing.
For Airforce and Navy it is compulsory to have Mathematics and Physics at 10+2
in NDA and for Army wing it is not compulsory in NDA.

a student who has cleared 10+2 or any other eqvivalence in any streame can apply for national defence acadamy - NDA.
There is no compulsation of any subjects in +2 level to appear for NDA exam.

No. You cannot appear for the NDA examination without having maths as a subject.
Mathematics is one of the compulsory subjects for appearing for the NDA examination. The eligibility criteria require you to have mathematics as one of the subjects in 10+2. The paper 1 of the entrance subject is totally mathematics based. The concepts of 11th and 12th are asked in that paper. The paper 2 require english and general affairs topics.
