According to the official news by the government for the JoSAA counselling,it is told that the candidates should report at the nearest Institutions for the counselling.Hence as you stay in Odisha,choose the nearest Institution from your place for the counseling.Hope this answer helps.Thank You.

Yes brother you can report to Delhi for JoSAA counselling.
Even in my case, I was a candidate from UP but I'd given my JoSAA counselling from Madhya Pradesh.
So yes it is possible
IMP Note
1. If you are going for IIT counselling then it's mandatory to go to IIT of any state
2. If you are selected for NIT/IIIT/GFTI counselling then you are allowed to go for counselling at NIT/IIIT/GFTI of any state.
