I am a general merit candidate with a rank of 12,484 in KCET 2021. I want to get into New Horizon College, but it is under Minority Colleges on the Option entry page. Can I still apply for it? I don't have any minority certificate.

Yes u can apply to any college displayed in the option entry portal
