i am a student of westbengal appeared in NEET UG 2019,can i take admission in govt.college in other state? i have lower marks than 15% quota

According to me Joyesh you can take admission in any college through out India but you get admission under 15 % All India Quota except in youf state. If you didn't score well than you can go with two option.
1. Go with another courses such as bsc.
2. Drop one year only if you further manage your studies.
