Yes, definitely you can join any information technology without jee mains. There are many college conducting their own entrance exam. You can apply for that. Even some college shortlist on basis of board marks. You can give entrance like SRMJEE,VITEEE,UPSEEE,MHTCET, WBJEE, , Amity entrance , test for orissa, bihar, karnataka,jharkhand etc.. you can apply for this state level exam.

But getting IT in IITs you need jee mains and jee advanced. And in NITs/IIITs you need jee mains.

Definitely there are other institutions which take admission  direct basis, other institutions conduct their exam, institution such as AMITY,SRM,VIT,LPU etc conducting their exam,on basis of that they take admission in their institutions.
