I am expecting to get 200 in NEET 2020. Will I be eligible for All India and state level counseling?

Anybody who qualifies in NEET is eligible for registering and attending the Counselling process. You haven't mentioned your Category. Nevertheless, it is 50 percentile of the top NEET score for General/EWS Category, 45 percentile for General-PWD and 40 percentile for OBC,SC,ST. Now with a socre of 200, you will qualify in NEET and so you can participate in Counsellings. You might get a seat in Management Quota of Private Medical Colleges if you belong to Reserved Categories. Having said that, this is based on 2019 data and cut offs change every year.
