The candidates with 40% of visual disability or more than 40% are not eligible to pursue the Graduate Medical Education. Candidates who have less than 40% of visual disability are eligible, but they do not qualify for reservation as they do not fulfil benchmark. If you fulfil this eligibility criteria so, you can pursue NEET exam. And as of now as of now, only locomotor disabilities are considered under physically handicapped quota. Visual disability doesn't fall under this category yet. However, if a student with a visual disability has scored in the merit list, he/she cannot be denied a seat according to the Supreme Court's ruling.
Good luck
