I am from jammu can i get seat in a semi govt college.. Or not? Also do i have to register under the deemed university category?

The candidates who have done their BDS from Jammu & Kashmir and didn't submit the affidavit will not be eligible to participate in All India 50% quota counseling. They can apply for Deemed Universities & private colleges for NEET MDS programme on the basis of NEET score, Some states also have the reserved seats for Jammu & Kashmir students.
What do you mean by Semi Government colleges?
