Every state except for Jammu and Kashmir is an open state which refers to that it has 85 percent of home state quota seats reserved for its students with the state domicile or it's locals and the rest 15% reserved for students from other states. Hence, yes you can definitely fill for the UG counselling of Uttar Pradesh even though you are from Madhya Pradesh.
