Dear Kratika, if you are from Rajasthan, you can apply for All India Quota seats of Karnataka which comprise of 15%. But to participate in Karnataka State Counselling, you need to hold a domicile of Karnatka or else you cannot. So if you are from Rajasthan and you hold domicile of Rajasthan, you cannot participate in Karnataka State Counselling or for that matter any other States Counselling.

The open quota of 15% is handled by MCC and the 85% State Quota is handled by KEA (Karnataka Examination Authority). This is the case for all States except for Jammu and Kashmir. No State is anymore an Open State.

Hey Kratika !
Surely you can apply for the State Counselling procedure in Karnataka even if you belong to any other state, but you must make sure that you have the Domicile Certificate of Karnataka state along with you without which you won't be able to participate in the Counselling Procedure.

But i can get a domicil of karnataka only if i lived their for lst 3 yrs isn't it ?
Either you or your parents must have been a resident of the state continuously for a minimum of 6 years.
