It depends upon the counselling body .
In some states they allow such candidates while as others don't .
So you should check the notifications for 2nd counselling or visit in person .

YES YOU CAN APPLY FOR 2nd round of Counselling.
WHICH STATE ARE YOU FORM.
YOU NEED TO HAVE DOMICILE CERTIFICATE FOR THAT STATE.
BUT AFTER THE 1ST ROUND OF COUNSELLING ONLY 5-9 SEATS ARE REMAINING IN EVERY GOVT COLLEGE.
AND 10-17 SEATS IN PRIVATE COLLEGES AND FOR DEEMED UNIVERSITY THE VACENT SEAT IS AROUND 30-45 WITH RESPECT TO COLLEGE.
