I am getting 430 marks in neet can I expect a govt college

The NEET cut off varies from year to year, state to state and as well as college to college. It also depends on the Quota you are applying through as well as the Category of Admission. Government and Private Colleges have cut-offs of their own.

Assuming you are applying through the 15% All India Quota under General Category for a Government Medical College, the cut-off for NEET 2017 was Rank 5579 which corresponds to a score of approximately 520 marks out of 720.

This year, as competition gets tougher every year, the expected cut off are higher to ensure a seat in a good Government Medical College.

However, you have a good score which will fetch you a seat through 85% State Quota, depending on your state. All the very best!

Ideally in order to get admission to a Government Medical College using the 85% state quota you should aim for a score and excess of 450 to 500 at the least and for availing the 15% all India quota seats usko in excess of 550 to 600 is expected
