I am giveing my hsc board exam in 2019 February but i am disappointed by my performance so can I reappear in July if I get passed in Feb

I would recommend you to try and study as hard as possible for the remaining exams in the gaps that you get between the exams.
Now, concerning your question, if you are not satisfied, then you can reappear for improvement exam through compartment exam in case of CBSE board ot through NIOS On Demand examination.
