hi,

see permanent tattoos on upper part of body is acceptable in some exam like ias, ssc etc. for ias exam permanent body tattoos are permitted on inner face of forearm. your exam is not clear to me. if there is no information regarding tattoo is not in the official brochure it will be better to directly contact with exam authority.
