Admission in JNU is done through admission test. There is no provision for a lateral entry from another college into JNU except in Chinese where I have see students from Viswa Bharati joining JNU in second year.
However, if you are a foreign student, rules are different. You pay in dollars and join courses in JNU.
For more clarification one need to write to the registrar, JNU, New Delhi.
