I am joined btech 1st year before one week. now I wanted to discontinue. if I have to pay the entire fee to back my original certificates. if there is chance to back the certificates without paying fee.

To get your original certificates back you need to pay the fee prescribed by the institute as per the guidelines issued by the institute/university. To know the procedure to cancel the admission or discontinue the course you need to enquire in the administration office of your institute and follow the instructions specified by the concerned authorities. If it is mandatory to pay the entire tuition fee you need to pay it as you do not have provision to discontinue the course and get the original documents without paying the prescribed fee.
