so here is,MA Economics Eligibility criteria,
1.A bachelor degree in economics or in a relevant field of study.
2.A minimum percentage of 50% at the level of graduation is required.
The eligibility standards are different for admissions through entrance exams and merit basis. So do check your desired college website.

Further, you can surely do an MA in Economics, given that you have B.Sc degree in Chemistry.
Interestingly, you wish to prepare for UPSC Civil Services Exam. The examination and the recruitment process is divided into three parts - Preliminary, Mains and Interview. Indeed, the Preliminary, as well as Mains part, will have questions from various subjects including Economics and Chemistry. The questions from Chemistry part are a bit tricky as a candidate who understands Economics well, can solve questions easily. The same goes for Chemistry however the questions are quite straight.
