Yes , you can write the exam anywhere in the country. You just have to select the centre of your choice for giving the exam. If you want 85% state quota , there are two options. Either you should have the domicile of the particular state , in your case as you have specified your native state to be Tamilnadu , you should have domicile of it to prove your residency , or you should have completed your class12 from the state , in your case as you are studying in telangana , your class12 marksheet will be of telangana state.
So , you are eligible for 85% state quota in both the states Tamil Nadu and Telangana.
