Is there a free exit option for the first round of UP state counseling, that is, if Ive been allotted a college and I dont report there, will I lose my security money? And after the free exit, would I be required to register again for the second round?

No you do not need to register yourself as a fresh candidate rather you can simply appear for round 2 by not freezing the first seat. Incase you have taken admission already then you need to forfeit your security money then you can take part in round 2 .
