Dear Anil, DMCH Ludhiana is a Private Medical College and Private Medical Colleges do not participate in All India Counselling. And Punjab is not an Open State. So if you do not hold domicile of Punjab, you cannot apply for its State Counselling. This is important because Private Medical College seats and 85% Government seats are filled through State Counselling.
