Hello at 349 and SC category you might get a college through all India Quota Seats.
Definitely through your state quota.
Getting a private college will require some expenses and you can get them.
However there is not category wise Quota in Private colleges.

Hello. Private medical colleges generally dont have category system. But if may differ from state to state. You can surely get a seat in private medical college. All the best.
