    Hi, yes you can apply for the counselling in Tamil Nadu. Contenders must be the Indian citizen but not a resident of Tamil Nadu. Anna university will start the procedure for admission through TNEA for other state students. The final date aimed at registration is July 2021. So be aware of all dates and apply for counselling.
