Provided you had Biology at your class 12 board examination level and since you gave the examination again just for an improvement and marks and supposedly passed both times, you should be eligible for appearing for the Neet examination and also the counselling procedures there of.

Since your case is the case of improvement and you clear the exams both times so you are eligible to give neet 2018, however, you should call neet helpline once to get a clear-cut answer.
don't forget to ask them " what should I write in year column of 11th and 12th"
