I completed my b.tech in 2014-18,but I have 2 back logs can I go for govt job instead of graduate ,can I show my final year memos

Back logs doesn't matter in a government exam unless you cleared all of them before sitting on a graduate level post. The exams have different syllabus and on qualifying them you get the required job. In case you haven't cleared the backlogs, there are jobs requiring class 12 qualification.

Many government jobs require graduates which means that one has to clear all their back logs and then only they are eligible for the examination. You can opt for govt. Jobs that require class 12 qualification in that case till you don't clear your backlogs.
