i completed my primary studies ie till 10th in maharashtra and did my 11th and 12th in kerala.So will i be able to write neet in maharashtra

Yes, You are able to write your NEET exam in Maharashtra. Place or region from where the candidate has passed his\her 12th doesn't matter in proving the eligibility. Though there are other measures to support the eligibility such as Candidates must have passed the higher/senior secondary examination or its equivalent after a period of 12 years study. Candidates must have passed the above qualifying examination with Physics, Chemistry, Biology/Biotechnology along with English as mandatory subject. Candidates must secure minimum 50% marks (GEN & GEN-EWS), 45% marks (GEN PH) & 40% marks (SC, ST & OBC-NCL) taken together in PCB subjects.

I assume your question is about your domicile eligibility for Maharashtra and Kerala and not about where you can write the exam.
As per the Maharashtra NEET Eligibility rules, candidates must be domiciles of Maharashtra and have compulsorily completed their Class 10 and Class 12 from the state. As you have completed your Class X II from outside Maharashtra, you will not be eligible to apply as a Maharashtra domicile candidate. However, you will be eligible to apply for NEET as a Kerala domicile candidate.
If however you question is whether you can write NEET from Maharashtra, please note that as long as your NEET language choice is English or Hindi, you can choose to appear for NEET from any centre in the country.
