No you wont be eligible for Home state as the state of eligibility counts Delhi as your home state. The domicile wont matter here. That is the reason why you have to speacify the state of eligibility while filling the application form.
If you have the domicile of Assam then you can get admission in your home state quota Assam through JOSSA counselling.
