Since you completed your B.Sc. from Kurukshetra University (KUK) in 2019 and later joined an M.Sc. Zoology course under CCSU but discontinued it, you should normally obtain the migration certificate from KUK, because that is the university from which you completed your last qualifying degree.
However, there is an important distinction:

If KUK never issued you a migration certificate, apply for a fresh Inter-University Migration Certificate from KUK.

If KUK already issued one and you lost it, then apply for a Duplicate Migration Certificate. KUK specifically requires an affidavit for a lost original.
Since you left the CCSU M.Sc. course, you should also obtain a discontinuation/withdrawal or transfer-related document from the CCSU college, if your new university asks for it.
KUK currently provides an online migration certificate application and says that students who do not want to continue with KUK can apply for an Inter-University Migration Certificate.
So, don't apply for a duplicate just because you studied at CCSU. First determine whether KUK ever issued your original migration certificate.
