I did my schooling from Chandigarh so will I be considered in Delhi region for Jac Delhi counselling. Can I expect if my rank is 36019??

So you have Delhi category quota .
You may not get good courses like cse ECE but
You can get in other branches like
Electrical , civil , mechanical, engineering physics , biotechnology, environmental
Although getting into electrical and mechanical is little tough for your rank .
As JAC is introduced this year it's highly unlikely to predict cutoff ranks exactly
