You haven't mentioned which exam or college's counselling you are talking about. But in most cases, you need to be present for the first round of counselling to be eligible for the second round. In order to be eligible for the further rounds of counselling, you have to be present in all the previous rounds. Hence I am sorry but most probably you will not be eligible for the second round since you did not attend the first round of counselling.
