I didn,t got any seat in first round, how to apply for second round, when I login, my choices is locked for I round, please guide me

The Choice Filling/ Locking for Online All India Quota or Deemed/Central Universities UG Counseling-2019 will start from 10.AM. of 14th July, 2019 till 05:00 PM (one day process) may be that is why its showing choices are locked by the system. You have to wait for 14th july in order to fill the fresh choices.

The Choice Filling has been started from 12th July, 2019 for Online All India Quota or Deemed/Central Universities UG Counseling-2019 and this facility will continue till 14th July, 2019 (From 10:00 AM to 05:00 PM) and on 14th July you can l ock the choices.
There may be some technical error, wait for some time then try again to fill the fresh choices.
