I didn't gave my obc certificate in class 10 and 12, now in filling the form for jee or any exam. Will it create any problem in admission.

No, there will be no problem in admission if you have not given obc certificate in 10th or 12th class but filled it for jee.
But yes if you don't have the certificate during councelling then your seat allocation will be done by the general category rank and not by the obc category rank.
