Yes , you are eligibile for jee exam ,by 2021 you will be 20 or 19 .that doesn't matter you have to complete your HSC exam with minimum aggregate to be eligible.it is mandatory that you have to pass in your 10 and +12.

Yeah definitely you are eligible for writing the IIT-JEE exam in the year 2021. Since now you are in class 10 that mean you will be in Class 12th in the year 2021 that mean you are eligible for that. Overall you have 3 attempts for writing the JEE mains and 2 attempts for JEE Advance.
