i didn't join in the college in 1 st counciling.for the second counciling shall i pay money for 2 nd councilng or not? or directly i can exercise the options

It entirely depends on the college whether or not they would take counselling fee again for next round counselling. To avoid any risk, if the college asks for counselling fee payment before the counselling you should pay them the amount if you really want admission in that college or else once you reach there you can then pay the amount.
