I don't have any valid identity proof issued by government . I havery applied for aadhar card but have not received it yet.

Don't worry about it because addhar card is not mandatory for admission in college and university.It has been restricted by the the government of India,but addhar in necessary for other work .

You should try to get addhar card through your voter card or with documents like residential certificate and so on .You must go to centre where the addhar card is issued .
