If you are cleared with 11th standard with no backlogs then you can get an admission in random college rather than where you have studied, if you have a good reason why you haven't done with 12th due so long, if you are still stucked with backlogs in 11th, you should go in the college where you were persuing your education for continuation, because most of the colleges don't accept such issues.
