With only 16 marks, its impossible to get into IIT. Unless you have pwd quota you won't get into IIT. There is a predecided cutoff of total 35% marks for general candidates to get into merit list. And you even need as high as 45% marks to get a seat.
So, you can look for college based on jee mains performance.
