i got 17233 rank from ews categories,will i get any college in jossa

Considering the previous year cut off it is not possible to get seat in NIT/IIIT/GFTI with such rank. To get seat in NIT/IIIT/GFTI you need to secure a rank (category) under 8000. But your category rank is above 8000 so you do not have chances to get seat in NIT/IIIT/GFTI. However, you may get seat in a college accepting JEE Main score. In states like Maharashtra, Uttar Pradesh, Uttarakhand admission to Engineering course is based on JEE Main score. SO you may apply for such state level counselling. The cut off changes every year depending on the total number of candidates appeared, difficulty level of examination and total number of seats available etc.
