Hello Sai,
For TS ICET 2019 the counselling is yet to start,probably from the last week of june or first week of july.Once you qualify the cutoffs you will be issued a call letter for the counselling procedure.A candidate needs to apply online and fill his/her interest for the colleges.The counselling will be held in 4 rounds.You can get your seat alloted after the counselling procedure after which you will be asked to pay the admission fee for the respective college.
