I got 215 marks in ICAR-UG & my rank is 14,230 for obc category. there is any chance of get government seat. and can i apply for counseling.

The cutoff range for OBC category to get government colleges is 300-320 and above . So your score seems to be little less ,hence getting a government college might be quite difficult but you can attend the counselling and see your option. Since the seats are limited there will be high competition and the it will depend on the number of seats and the number of applicants for the course your are opting , so wait till the last phase of counselling , based on vacancies you may get if possible .
