I got 239 in neet 2019 and lam belongs to sc .....wt course did i can get for free in "ts" or in other states

239 is too low a score to get any course in medical field in sc category. The cutoffs generally ranges from 470-480.This year there is a high chance of increase in the cutoff marks. So its very difficult to get any course with this rank in your state.You can try for the private colleges.
