As you have scored quite law marks the admission in any govt. college is not possible for you. But you can try fpr the private medical institutes if you want to go for the medical or dental courses. Other wise you can go for the BSc courses as well. There are number of options available if you have got less marks in NEET 2019. With252 marks and belonging to general category you cannot get govt medical college in india. 252 marks are too low for general category to get med college anywhere in india. It is very difficult for you to get medical college. You can either opt for different bachelor course or drop a year to practice neet.
We are predicting this on the basis of previous year cut off trends. We. Are not sure about this year cut off as it changes every year depending on no.of candidates, no.of seats and difficulty of exam. So hope for better result this time.

As you mentioned with general category and 252 marks, your chances of getting a decent government college anywhere are negligible.As your marks are too low you might not even get some private medical college.
I suggest you to go for some other course or prepare for NEET next year.
However cutoffs change every year depending upon level of toughness of exam. So hope for the best and follow the counselling process.
