I got 27000 AIR in neet 2019 .can there be any chance of getting government college to me in UP ,belongs to OBC category?

Although we aren't totally sure about your guranteed seat in any of the medical colleges of UP. But if we do follow the statistics of the State Quota Counselling of UP as of 2018, we do see that there are name 2 colleges which had their Closing Rank beyond yours of 27,000.

1. Motilal Nehru Medical College, Allahabad ( Rank : 36,561 )
2. Lala Lajpat Rai Memorial Medical College ( Rank : 56,758 )

If everything does go accordingly as per the statistics, then you do have a chance to get in through the OBC Quota.

Sorry but with this rank you cannot get into any government medical college in Uttar Pradesh because the cut-offs for those colleges are very high. Instead I recommend you to apply in private medical colleges in Uttar Pradesh, you can definitely get into a decent medical college.
