I got 300 marks in St category i am from up can i get seat in 85% up state quota?

Dear Nikita, in 2018 under State Quota, 182 marks secured a seat in GMC, Kannauj under ST Category. That was the cut off. Going by previous cut offs and your score, you have a fair chance at:

Sarojini Naidu Medical College
Motilal Nehru Medical College
Lala Lajpat Rai Medical College
Maharani Laxmi Bai Medical College

With such a huge Rank Inflation this year, it became very tough to predict the Marks vs Rank of NEET 2019.
Accordingly, the cutoff for colleges won't be depending at all upon the Scores at all, your rank is all what we need to help you out. At a score of 300, we hope your rank to be within 2 lakhs or near to it.
Since you have ST Category reservation, it might just be fruitful.
Except for King George's Medical University which had the closing rank as 1,78,190 all the medical colleges seem to have a closing rank beyond 2.25 lakhs.
The last candidate to get in through ST Category of State Quota had a rank of 4,43,797 which secured him a seat in Government Medical College, Jalaun.

Hence, I do think you have a good chance of procuring a seat.
