i got 30k in pmr rank and 3k in sc rank and 11k in tfw rank which college is best for councelling????

In wbjee all the seats are alloted on the basis of GMR rank/ PMR ( Pharmacy rank in case of Pharma ) and not your category rank .
This is very difficult to predict which college you will get because cut off keeps changing every year depending upon a number of factors like
--------) number of students that appeared in the WBJEE exam
--------)difficulty level of the WBJEE examination
--------)Kind of marks obtained by the students in the WBJEE exam
--------) number of students from different categories etc
But yes,
With your 30k PMR rank , considering your category as sc category
On the basis of 3rd round of wbjee 2019,cut off data you have chances in following for B.Pharm/Pharmaceutical Technology -
