i got 346 marks under OBC category in NEET 2018 , should i apply for counselling under State Quota of Uttarakhand

I would suggest you do attend the counseling for sure. As their are variations every year in the cutoffs of different colleges. So among the 3 govt medical colleges if you don't get a chance you would surely get in some private colleges.
