I got 348 in neet 2019 st category can i get gvt seat?

Based on your score you will not be able to secure seat under all india quota and state quota.But you might have chances in getting seat under state quota based on your category.It would be difficult to tell your exact chances as cutoff varies from year to year depending on various factors such as your home state,category,etc
