I got 3500 rank in pessat 2021can I go for councelling

Dear aspirant,
You should absolutely go for counselling and its a pretty good rank. Even if you could not manage to get the cse branch you will definitely get other non core branches.
Pessat is strong in its non core placements. Companies like microsoft, Amazon, Deloitte, cognizant,wipro, Infosys comes for its recruitment. Many other consulting and analysis firms also comes for placements.
