Dear candidate with 354 marks in NEET UG 2021 it will not be easy to get BDS seats in Government Colleges, however you are a SC Category student and if you consider the previous years cut-offs(2020) the colleges like Drs Sudha and Nageshwara Rao Institute, Gitam Dental College, GSL Dental College and KIMS Dental College in AP had a minimum cut off of marks 375, but still this year the cut off may change.
