i got 397 in neet 2019 and have 130000 rank in all india and belong to ST rajasthan any chance to get collage through all india or state ?

In 2018, under State Quota, Rajamata Vijaya Raje Scindia Medical College secured a seat with 385 marks. That was the cut off. PDU Medical College had a cut off of 387 marks. These were for ST Category. Going by previous cut offs, you have a chance at both these colleges. Having said that, cut offs change every year and are dependant on various factors like no.of seats availble, no.of candidates appearing for the exam, top NEET score and difficulty of the exam.
